SALARY: $62,236.72 (Depending on Experience and Qualifications)

JOB OBJECTIVE:

Responsible for providing, coordinating, answering inquiries, obtaining/processing information and handling documentation that is confidential in nature. Will oversee the recruitment, pre-employment testing, position control, placement, and records; employee training and development, employee relations, performance management, classification and compensation and benefits.  Maintain confidential information in accordance with departmental protocols, rules and regulations to include HIPPA.  This position has supervisory responsibilities and is under the direct supervision and direction of the Director of Human Resources.

ESSENTIAL JOB FUNCTIONS:

  1. Responsible for overseeing the job advertisement process to include but not limited to Applicant Stack program, job description, pay grade, newspaper, acquiring quotes and updating the website as appropriate.
  2. Responsible for updating and maintaining the Classification and Compensation Plan, as appropriate based on budget requests/approval and recommendations.
  3. Update and maintain all job descriptions in accordance with the current Classification and Compensation Plan.
  4. Responsible for taking minutes and/or notes for meetings and prepares summary reports as necessary.
  5. Responsible in supervising, directing, mentoring, evaluating the departmental staff.
  6. Responsible for demonstrating continuous effort to improve department operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  7. Responsible for gathering documentation in response to unemployment claims by the Texas Workforce Commission.
  8. Responsible in coordinating and scheduling the New Hire Orientations and Exit Interviews and ensures all required documentation (benefit information, policy manual, OAG, E-Verify (I-9), checklist, etc.) is in place.
  9. Responsible for coordinating and processing background checks and drug/alcohol screenings for new hires, random, reasonable suspicion and return to work screenings and ensures confidentiality.
  10. Assists in representing the City in unemployment hearings, EEOC, mediation, job fairs, special events and outside recruitment events.
  11. Assists in coordinating the volunteer, community service, internships and temporary employment programs.
  12. Acts as DPS Contact for background checks; responsible for DPS Audit.
  13. Acts as second Portal Administrator for TMRS and assists with 457 retirement plans.
  14. Assists with retirement requests and appointments and ensure all required documentation is in place.
  15. Assists with the Civil Service process and ensures compliance.
  16. Responsible in producing documents/flyers in the English language with clearly-organized thoughts with proper sentence structure, punctuation and grammar, as requested
  17. Assist with presentations and employee trainings, as needed
  18. Responsible in creating, updating and maintaining digital forms, as needed to include the City’s website.
  19. Responsible for overseeing that all logs and employee journals are updated and maintained.
  20. Assist with the development and implementation of policies, procedures/protocols and long-range plans within the department.
  21. Assist with employee investigations, as needed and prepares summary reports.
  22. Schedules, prepares and organizes activities such as meetings, travel, conferences, and department activities and ensures all proper protocols are taken to include requisitions, purchase orders, travel requests, etc.
  23. Responsible in tracking annual/probationary performance evaluations for exempt and non-exempt.
  24. Responsible for coordinating Employment Verification and Requests.
  25. Responsible for ensuring employees submit all required employment documents, i.e. Texas drivers’ license, work permits, etc., prior to the expiration date.
  26. Assigns and oversees the processing of employment verifications, garnishments, employee requests, etc., for the director’s review and approval.
  27. Maintains abreast of all contracts, agreements and/or renewals.
  28. Markets available training opportunities for employees.
  29. Conducts salary and benefit comparisons to analyze data, as requested.
  30. Assists in developing and administering the department’s budget to include but not limited to account expenditures.
  31. Perform other related duties as assigned.

EQUIPMENT/MATERIAL:
Computer, scanner, copier, binding machine, calculator, recording equipment, vehicle and other general office equipment.

WORKING CONDITIONS/PHYSICAL DEMANDS:
Individual works indoors in a well-lighted, air-conditioned office.  The job has no significant hazards and the physical demands are low.  May be required to work after hours and weekends as necessary.

EDUCATION/SKILLS REQUIRED:
Requires an Associate’s Degree in Business/Human Resources Administration or a closely related field.  Three (3) years of experience in a related field.  Requires progressively responsible experience in several functional areas of human resources including employment laws, statutes and regulations, compensation, benefits, employment and employee relations.  Knowledge and/or experience in municipal government, office administration practices and procedures, advanced interpersonal skills to handle sensitive and confidential situations and documentation.  Must have analytical ability in order to gather and summarize data reports, find solutions to various administrative issues; must be able to deal with frequent change, delays or unexpected events, excellent organizational skills and attention to detail; excellent time management skills with proven ability to meet deadlines, strong supervisory and leadership skills. Requires excellent grammar, writing, organizational and communication skills.  Must also be computer literate and proficient in MS Office, internet and email.  Must have the ability to follow complex oral and written instructions and multi-task. Must possess a valid Texas driver’s license (Class C) with a satisfactory driving record. Must be bilingual (English/Spanish).
