SALARY:
$75,448.26 - $79,220.67 (depending on experience and qualifications)


JOB OBJECTIVE:
Responsible for the overall operation of the library which includes the planning, developing and implementing adult and children’s programs, and formulating and enforcing library policy. Individual has supervisory responsibilities for all employees and volunteers.  

ESSENTIAL JOB FUNCTIONS:

  1. Develops and directs the implementation of goals, objectives and policies established by the City.
  2. Manages, plans and directs a comprehensive library, programs and related activities, including adult services, children’s services, technical services, literacy; cultural programs and resources; and electronic information services for all segments of the community.
  3. Prepares the annual budget and provides recommendations for review of City Manager and City Commission.
  4. May plan and direct fund-raising programs and other fund-raising efforts, including grant applications, and related administrative functions to provide enhancements to existing programs or startup funding for new programs.
  5. Supervises staff, including hiring, training and professional development, employee relations, performance standards, and evaluations according to the city standards.
  6. Services as department liaison to the Library Board, Friends of the Library and Hidalgo County Library System, etc.
  7. Studies local community and current library methods and modifies the library system to meet community needs and professional standards.
  8. Oversees the development and implementation of appropriate and effective administrative programs and procedures in collaboration with management, such as workload planning and assignment, library automation, physical space allocation, and space needs.
  9. Actively participates in professional library organizations and evaluates developments in the library applicable fields for possible applications to the library.
  10. Provides creative leadership to the staff in order to develop a problem-solving and proactive staff team that works towards a common vision, mission and plan with a special emphasis on customer services.
  11. Addresses concerns regarding services, staff and patrons’ suggestions/complaints, as well as maintenance of building and equipment.
  12. Prepares and submits agenda items for consideration of City Commission.
  13. Perform other duties as assigned.

EQUIPMENT/MATERIAL:
Computer and general office equipment, as well as library referenced materials and on-line reference tools.

WORKING CONDITIONS/PHYSICAL DEMANDS:
Individual works indoors in a well-lighted, air-conditioned building.  The job has not significant hazards and physical demands are low.

EDUCATION/SKILLS REQUIRED:
Requires a Masters of Library Science (MLS) from a graduate school accredited by the American Library Association with a minimum of five (5) years’ experience in library operation and administration.  Must have knowledge and experience with the E-rate process and marketing and monitoring of library services.  Other specialized job requirements include accounting skills, management and leadership skills, strong organizational and interpersonal skills with proven ability to lead, demonstrate ability to connect positively with organizations, library staff and the general public, excellent communication and customer service skills.  Must have excellent grammar skills and be computer literate and proficient in Excel, MSWord and PowerPoint.  Must be bilingual (English and Spanish).  Must have a valid Texas Driver’s License (Class C) with a satisfactory driving record.
