SALARY: $77,704.85 (Depending on experience and qualifications.)

JOB OBJECTIVE:
Under the immediate supervision and general direction of the City Manager, the responsibilities of the Director of Utilities are distributed among four divisions including Administration, Water Plant, Wastewater Treatment Plant, Sewer, and Water Distribution. Responsible for the implementation of all utility improvement projects in the city’s capital improvements program. Individual provides oversight, reviews and coordinates all departmental requests for City Commission action. Under the general supervision of the City Manager, individual is expected to exercise a high degree of professional expertise in the administration and day-to-day management of the department’s operations including, but not limited to, long-range planning and public works projects and budget appropriations, solving job related issues and oversight of projects for contract compliance.

ESSENTIAL JOB FUNCTIONS:

  1. Primarily responsible for the administration, planning, maintenance, construction and management of the City’s infrastructure, including water distribution, water treatment, sanitary sewer collection and treatment.
  2. Responsible for managing, monitoring and control of the Department’s budget, including the Capital Improvements Program.
  3. Provides engineering design phase contract negotiations, appropriations, project management and administration of construction projects.
  4. Oversees construction advertisement and project award.
  5. Updates the CIP.
  6. Coordinates projects with Hidalgo County, and the Texas Department of Transportation. Oversees all materials testing for quality assurance on all City utilities construction projects.
  7. Reviews and coordinates all departmental requests for City Council approval.
  8. Routinely briefs the City Manager regarding progress on utility improvement projects and/or related emergency needs. 
  9. Provides oversight and ensures satisfactory completion of work orders, and citizens’ concerns and/or requests for services.
  10. Provides oversight and coordinates construction projects.
  11. Works closely with other departments to coordinate related projects.
  12. Responsible for complying with state and federal agency reporting requirements including but not limited to TCEQ and EPA.
  13. Applies for, monitors and administers required regulatory permits.
  14. Responsible for providing training, guidance and assistance to utility staff.
  15. Performs other pertinent duties or special assignments as required.

EQUIPMENT / MATERIAL:
Computer, two-way radio and general office equipment.

WORKING CONDITIONS / PHYSICAL DEMANDS:
The individual works indoors in a well-lighted, air-conditioned office; however, may work outdoors to monitor and review ongoing projects. The job has some significant hazards and the physical demands are moderate.  Works regular hours; however, shall work in his/her capacity at all times necessary by the demands of the duties. 

EDUCATION / SKILLS REQUIRED:
Requires a college degree or minimum five (5) years’ experience in related utilities administration to include TCEQ Water and Wastewater regulatory reporting. Must possess a “B” license in Water/Wastewater from the Texas Commission on Environmental Quality. Other specialized job requirements include knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets and monitoring program costs. Ability to make independent decisions based on established policies and procedures.  Ability to maintain effective working relationships with other employees and respond to general public concerns and/or requests for services. Must have a valid Texas drivers’ license with a satisfactory driving record.  Preferred Qualifications: include background, and work experience in a home ruled municipality and “A” License in Water/Wastewater from the Texas Commission on Environmental Quality.
